The jail is divided into three cells one for civilians, one for 18th street, and one for MS-13. The jails hold detainees for up to four days without food or water in tiny cells with no running water. In El Salvador "Mano Duro" laws allow the El Salvador police to hold Maras for up to three days with no charges.
